Dr Anthony Loh is a forward-looking academic leader, educator, and researcher serving as Director of Hong Kong Community College (HKCC) and Division Head of Science, Engineering and Health Studies (SEHS) at PolyU CPCE. Committed to holistic education and institutional development, he has broadened educational pathways, strengthened articulation outcomes, and advanced academic excellence in Hong Kong. His leadership aligns with Hong Kong’s national and local policy direction to develop the city into an international post-secondary education hub, with emphasis on internationalisation, talent attraction, diversified pathways, and stronger education-industry connections. His portfolio spans college administration, student recruitment, programme development, quality assurance, applied research, industry collaboration, professional-body engagement, and the nurturing of globally aware graduates.

Academically, Dr Loh holds a BSc in Mathematics with first-class honours and a PhD in Analytic Number Theory from Imperial College London, along with an Associateship of the Royal College of Science (ARCS) and a Diploma of Imperial College (DIC).

Dr Loh began his PolyU career in 1994 as a Teaching Assistant in Applied Mathematics and has been closely connected with HKCC since its early years. He joined HKCC full-time in 2003 and was promoted to Principal Lecturer in 2011, a position he continues to hold at CPCE.

His dedication to teaching has earned multiple HKCC awards, including Inspiring Teaching, Lively Teaching, Caring Teacher, and Outstanding Teaching Performance Awards.

Dr Loh was appointed Director of HKCC in September 2022 and has led SEHS since July 2019. His earlier roles include Programme Director, Scheme Leader, Associate Division Head, Division Head of Science and Technology, and Head of the Cluster of Science, Technology and Health. He has also served on the CPCE College Board, Academic Board, and Research Committee.

Beyond academic administration, he spent more than a decade as Deputy Chairman of the HKCC Strategic Marketing Committee, contributing to recruitment, branding, and community engagement.

As Director, he promotes HKCC as a “college of opportunity.” HKCC has maintained an articulation rate above 90%, while initiatives such as “Your Elite Path” and strengthened alumni engagement support students’ personal development and long-term connection with the College.

At SEHS, Dr Loh oversees staffing, resources, enrolment needs, and industry-academia partnerships. He has led key Memoranda of Understanding (MoUs) with organisations including the Hong Kong Institute of Construction, the Construction Industry Council, The Chartered Institute of Building, and CLP Power Hong Kong.

Complementing his leadership work, Dr Loh maintains an interdisciplinary research profile spanning Analytic Number Theory, artificial intelligence, complex mathematics, smart environments, and educational technology. He has authored nearly 50 publications and leads several funded projects.

Recent funded projects include:

• Serving as Principal Investigator (PI) for several RGC Faculty Development Scheme (FDS) grants, including “Reinforcement Learning-Driven Adaptive Traffic Noise Barrier” (2025–2027) and “Exploring the Use of Sonic Crystal in Noise Barriers” (2024–2025).
• Coordinating the QESS-funded project “Development of a Web-based Remote Laboratory for Science and Engineering Education.”

He also contributes to CPCE’s research infrastructure as Director of the Research Centre for Green Energy, Transport and Building at SPEED, Executive Committee Member of the CPCE Big Data Lab, and former chair of laboratory development sub-committees.
